The Boy Scouts of America was incorporated to provide a program for community organizations that offers effective character, citizenship, and personal fitness training for youth. The Indian Waters Council, founded in 1916 as the Columbia Council, now serves eight central South Carolina counties including; Bamberg, Calhoun, Fairfield, Kershaw, Lexington, Orangeburg, Richland, and Saluda. The Council operates Camp Barstow, located on Lake Murray, as its summer camp facility as well as an “off-season” site for other council, district, and unit activities.
